Francisco Cruz

Francisco Cruz, SHRM-SCP is the President of NOV Saudi Arabia and Vice President of Human Resources for the Eastern Hemisphere at NOV (National Oilwell Varco), based in Dammam, Eastern Province. Bringing over 18 years of executive leadership within NOV across Houston, Dubai, and Saudi Arabia, he leads the commercial, operational, and human capital strategy for one of the world's largest U.S. energy equipment and oilfield technology manufacturers. A veteran of the U.S. Army who served nine years as a Cryptologic Linguist, Mr. Cruz specializes in energy sector localization, industrial workforce transformation, cross-border HR governance, and digital energy workflows. Under his executive leadership in KSA, NOV has expanded its Dammam manufacturing footprint in direct partnership with Saudi Aramco, achieving over 70% Saudization, advancing IKTVA localization targets, and scaling AI-driven drilling technology partnerships across the Middle East. He holds a Bachelor’s degree in Organizational Leadership from Texas State University and is a Senior Certified Professional with the Society for Human Resource Management (SHRM-SCP).
