Adam Vaccaro

Adam Vaccaro is a leading authority on national security and regulatory compliance matters involving the regulation of cross-border investment flows by US national security authorities. His practice is focused on supporting clients with CFIUS, outbound investment restrictions and other national security and investment flows issues. Adam has advised clients on outbound investment security considerations for U.S. persons, CFIUS jurisdiction/filing requirements, and other considerations.

Prior to joining the firm, Adam was the CFIUS Coordinator and Director of the Office of Investment Security in the International Trade Administration at the Department of Commerce, working closely with Commerce and other Executive Branch stakeholders on every CFIUS filing or other national security issues involving investment flows.

In this role Adam was the senior career level policy representative for the implementation of regulations pursuant to the Foreign Investment Risk Review Modernization Act of 2018 and ongoing CFIUS regulatory efforts during his time there. Adam successfully delivered the Commerce contributions creating and implementing the Outbound Investment Security Program that features outbound investment prohibitions or required notifications of investments in certain technology sectors (semiconductors, quantum computing, and artificial intelligence) and reviewed these provisions for potential changes pursuant to the America First Trade and Investment Policy Memoranda.

Adam also led all Commerce-focused policy research, analysis, and coordination and led stakeholder outreach to U.S. state-level economic development organizations and other outside stakeholders on these investment-focused issues.
